Jakub Král is a founding partner of the educational and consulting company Porta Medica, as well as the law firm Porta Medica Legal. He works as a lawyer and lecturer specializing in pharmaceutical law, with his primary area of interest being the regulation of medical devices. In the past, he managed the agenda for medical devices at the Ministry of Health of the Czech Republic and also within the State Institute for Drug Control. He teaches at several universities and is prolific in publishing – he is a co-author of commentaries on laws and EU regulations. He has also served as a member of the boards of directors for the General Health Insurance Company and the Occupational Health Insurance Company. Additionally, he held the position of advisor to the Minister of Health of the Czech Republic.

Zakládající partner vzdělávací a poradenské společnosti Porta Medica a taktéž advokátní kanceláře Porta Medica Legal. Působí jako advokát a lektor se specializací na farmaceutické právo, přičemž primární oblastí jeho zájmu je regulace zdravotnických prostředků. V minulosti řídil agendu zdravotnických prostředků na ministerstvu zdravotnictví a také v rámci Státního ústavu pro kontrolu léčiv. Vyučuje na několika univerzitách a hojně publikuje – je spoluautorem komentářů zákonů a nařízení EU. Působil také jako člen správních rad Všeobecné zdravotní pojišťovny a Oborové zdravotní pojišťovny, dále zastával pozici poradce ministra zdravotnictví.

Mandatory ePrescriptions for MDs from 1 January 2026

From 1 January 2026, medical devices will have to be prescribed electronically. The traditional paper form will remain valid only in a very limited number of exceptional cases. Prescribers, dispensers, and their IT system providers now have six months to ensure proper implementation.

New Legislation for Separately Billed Devices (ZUM)

Since 2017, when the Constitutional Court issued a groundbreaking ruling overturning previous regulations on reimbursable medical devices prescribed by voucher, experts have been discussing the urgent need for a new legislative framework governing the inclusion of separately billed material (ZUM) in public health insurance reimbursements. In the interim, VZP has developed a relatively transparent methodology designed to temporarily bridge the gaps in the inadequate legal framework.
